The USA has been ruled by Robert Redford for 27 years, the Internet was killed in its infancy, and the police hide their faces behind yellow masks. Meanwhile, across America, a radical right-wing cult of Rorschach is making itself felt, calling for a war on the police. All this time, new crime fighters continue to operate, another end of the world is looming on the horizon, and Doctor Manhattan is tired of being lonely on Mars and decided to look at Earth.
