In a small Sicilian town by the sea, quite a few battles are raging, and the fight for the post of mayor is not life-and-death. In war, all means are good, and in the pursuit of popularity, Luisa Negro pushes a stray dog ​​law: all stray animals in the city must be locked in kennels. But just at that moment, a cute and unusually gifted dog named Italo appears in the city, who is found by a lonely 10-year-old boy, Meno.
