A member of the US Congress from Texas, Charlie Wilson, a lover of whiskey and young assistants, leads a carefree life as a lobbyist. His only problem is how to avoid prosecution by the prosecutor for public use of cocaine. At this time, the USSR is introducing troops into Afghanistan. Wilson's old friend, the beautiful TV presenter and staunch anti-communist Joanne Herring (Julia Roberts), forces him to go to Pakistan and meet with President Zia-Ul-Haq. In Pakistan, Wilson is taken to an Afghan refugee camp. Appalled by the suffering of the Afghans, Wilson decides to do whatever he can to help the resistance. He is especially interested in ways to combat the Mi-24 helicopters that sow death and destruction in Afghan villages. Returning to Washington, Wilson meets CIA officer Gust Avrakotos and his group. Together, they develop a scheme to finance the supply of weapons to the Afghan resistance forces. In a few years, the amount of funding of the program increases 50 times.
